New innovations must be manufactured cost-effectively in order to compete in the marketplace. Finding the right manufacturer can be challenging.
You might think you're all set with manufacturing because your brother-in-law or old high school buddy has a machine shop and can make your invention for you. Oh, we're sure he can...but get ready to jump into the 97% failure category! Rarely, if ever, will it be a low-cost producer.
Early in development you have to qualify how your invention will be mass-produced and at what cost. With existing businesses, the manufacturing or procurement department can qualify this. With a start-up you'll need to do some research.
Simple concepts and improvements on existing products are usually easier to develop than more sophisticated, complex ones. If your invention is relatively simple it will be easier to prototype, develop, and find partners.
Complex inventions like machinery or an electronic devices will need a team of experts to assist. Development partnerships with existing suppliers are common. You'll want to use their expertise and money during development.

How about zero? That's what we pay...nothing. Frankly, you are only expected to pay for product if you are an existing business or going into business. If you are licensing or partnering your invention, like we do with an existing supplier in the trade, they pay for it. Not you. If a partner wants you to prepay for its services something is very wrong. Look out!
